Frank was born on October 8, 1934, at his home in rural Noble, Illinois, the son of James Elmer and Claris (Spray) Rule. He married Margaret Ely on December 17, 1966, and she survives. Frank proudly served his country, 4 years in the United States Army and then 12 years in the United States Air Force. Frank attended the First Christian Church in Noble. He was a member of the American Legion post 4226 and the VFW. He was a contractor doing mainly remodels and loved woodworking, especially making furniture

Frank was preceded in death by his parents, stepson Robert Taylor, brothers Harold Rule, Jim Rule, Bill Burns, Bob Burns, sisters Marie Kirby and Margaret Rule.
